A New Path to Homeownership: SDAR Backs the 2026 Middle Class Housing Initiative
San Diego's housing affordability crisis is a well documented challenge that affects working families across the county. Despite having stable incomes and the ability to afford monthly mortgage payments, many middle class residents find themselves permanently locked out of the market due to the sheer size of the required down payment. Recognizing this critical barrier, the San Diego Association of REALTORS® has officially announced its support for a groundbreaking statewide measure aimed at leveling the playing field for prospective buyers.
The California Middle Class Homeownership and Family Home Construction Act of 2026 is currently in the final stages of qualification for the November ballot. This ambitious initiative is designed to tackle the housing crisis from two angles: expanding access to homeownership and incentivizing the construction of new housing supply. If approved by voters, the measure would authorize up to $25 billion in revenue bonds to fund a state backed second mortgage program.
This program could be a game changer for San Diego families. Eligible buyers would gain access to a second mortgage covering up to 17 percent of a home's purchase price. When combined with a minimum 3 percent buyer contribution, this creates a 20 percent equity position right out of the gate. Not only does this significantly lower the barrier to entry, but it also eliminates the need for costly private mortgage insurance, making monthly payments more manageable. The program specifically targets qualified newly constructed homes or first sale converted properties, thereby encouraging developers to build the missing middle housing our region desperately needs.
One of the most appealing aspects of this initiative is its fiscal responsibility. Unlike traditional public financing that relies on taxpayer dollars, this program would be funded entirely through revenue bonds. These bonds are repaid directly through the homeowners' mortgage payments. According to the nonpartisan Legislative Analyst's Office, the measure would result in no direct state or local costs, offering a practical solution without placing an additional burden on the public.
Karen Van Ness, the 2026 President of SDAR, emphasized the importance of this practical approach. She noted that homeownership is foundational to building strong communities and creating generational wealth. By supporting solutions that increase housing supply while making it more attainable, SDAR is advocating for the very people who live and work in our neighborhoods. As we approach the November 2026 election, San Diego voters will have the opportunity to decide on a measure that could reshape the future of homeownership in our coastal city.
